Workshop on Inclusive e Government in Sarajevo was organized on the
13th of December and it was held in the premises of Alumni Center for
Postdgraduate Studies (ACIPS). Unfortunatelly, we faced lack of
response from all invited parties, so attendance on this workshop was
very low.
On the workshop were present representatives of Ministry of Transport
and communication of BiH, eSEE initiative, Ministry of Internal Affairs
of canton Sarajevo, several NGO's and Teledomovi, which is bussines
oriented NGO.
Representatives of the partner organizations from
Macedonia (4 member delegation), Serbia and Montenegro attended the
workshop as well.
Workshop was opened by Valentina Pellizzer, owpsee executive directress and Sanjin Bužo owpsee coordinator.
Mr. Filip Stojanovski, from Metamorphosis foundation presented the project “Western Balkans Network for Inclusive e Government”. Then followed presentations of researches on e Government in the region.
Presentators were: Serbia – Nataša Radović from Belgrade Open School, Macedonia – Dejan Sapasov from Institute for Informatics, Skopje, Montenegro – Vojin Golubović, from Institute for Strategic Studies and Prognoses, Podgorica and Sanjin Bužo, owpsee, Sarajevo.
In continuation followed the presentations of We-Go project by Kliment Kočovski, and presentation of “E Challenges in BiH” by Valentina Pellizzer.
After the presentations, we started with a discussion on presentations and level of development of E Services on Balkans
Finally, workshop continued with the discussion on Challenges which development of e Services faces in BiH and steps needed to be made in order to improve the situation in BiH. Main topics of discussion were: Development Strategy and it's implementation, Political will for improvement of e Services, Financial resources, Efects of the regional initiatives, inclusion aspects, Education etc.
At the end, workshop resulted with it's final conclusions:
• Conduction of the research on all institutional levels in BiH should be realized
• Analysis of existing document and strategy is needed
• Revising of the documents
• making of the list of priorities
• Systematic approach in solving problems. (good practice examples usage)
• Implementation of ICT standards must be taken in consideration while developing e Services
• Education of media, citizens and rural regions is needed
• Internet penetration improvement
Regarding follow up activities, main focus will be on conduction of the research on all institutional levels in BiH and cooperation with Ministry of Communication of BiH which is responsible for implementation of e Services development strategy in BiH.
